Remembering the NYT article in February 2024 where the author outlined info on 12 CIA bases on the UKR border with Russia. Of course the article is seething with propaganda, but the fact of UKR/CIA bases is not the least bit surprising. Since 2014, there is a huge US presence in UKR.
