Rubio has ALWAYS hated Russia. If you remember back when he was campaigning against Trump in the 2016 election, he was one of the few that just had to speak against Putin all of the time. He followed the international scene more than Trump or anyone else. So this is no surprise. He is being consistent. Not saying he is right or wrong. Just consistent.
